"Madam President, the civil protection mechanism means in effect civil protection money, but the European Union does not have any money; it belongs to the nation states. What the EU is doing is taking money from Member States and then handing it back, repackaged as the European Union. This is taking with one hand and giving with the other. It is little more than kidology. This is a desperate effort to get the citizens of Europe to love the European Union at a time when its popularity has hit rock bottom. I am not opposed to helping out people who need help in times of natural disasters – fires, floods and earthquakes can completely wreck societies. We have seen this recently in the Philippines, where the aid has come in. Look at what the British have done: the UK Government has given GBP 60 million, provided planes, helicopters and ships, and the British people have provided GBP 70 million in donations. So this is proof that we already give aid when natural disasters occur. What we do not have to do is to filter it through the European Union for the EU to use as propaganda."@en1
