"I welcome the adoption of the new Competitiveness of Enterprises and SMEs (COSME) programme, agreed with the Irish Presidency last June. The 21 million SMEs in Europe, including the 230 000 in Ireland, account for 98% of all firms and over 100 million jobs. This sector has suffered disproportionately in the economic crisis – the number of jobs lost in SMEs is more than twice the numbers lost in larger firms. SMEs have proved their worth in the past – 85% of the jobs created in Europe between 2002 and 2010 were in SMEs – and they can do so again. The new EUR 2.3 billion COSME programme will seek to tackle the problem of access to finance, including through the provision of a loan guarantee facility of up to EUR 150 000 for over 330 000 SMEs across Europe over the coming years, including thousands in Ireland. It will also seek to improve access to markets for SMEs throughout the EU, and beyond, as well supporting entrepreneurs and the establishment and growth of new businesses. SMEs are the backbone of our economies and there will be no economic recovery without successful SMEs. COSME support must now be available to SMEs as quickly as possible from early 2014."@en1
