"Mr President, like other colleagues, I thank the Court for its annual report.
I also want to thank it for making the effort, in its PR, of stating that the EU accounts were signed off. Of course, much of the press did not take any notice of that or bother to try and distinguish between errors and fraud.
I think it is fair to point out, as other colleagues have done, that about 80% of EU funds are spent by Member States and therefore that they need to bear some responsibility. This is borne out when you look at the types of error which occur: 29% of errors are due to public procurement failures; 22% of errors are due to ineligible projects; and 21% of errors are due to ineligible cost claims.
It is also fair to point out that only a few Member States are responsible for most of these errors, and the UK is not exempt here. Currently, European Structural Funds payments in the UK are suspended, so colleagues in the UK should perhaps point the finger at our own systems and our own Government.
However, more does need to be done at European level, especially as the error rates are still increasing. I particularly want to know the reasons for the errors, the reason for the increase in errors in each directorate-general, and of course what we are going to do about it in the future. What solutions can be put in place?
For example, we need to do more work with problem Member States: we need to ensure that proper control systems are in place in all those Member States and we need to ensure that simplification measures, which we all talk about and support, are used and do indeed reduce errors in the future. These are all important issues for us in Parliament and they all need to be addressed. I am sure that, in the coming weeks and months, when we have meetings with the Commissioners, the Committee on Budgetary Control will want to press these issues.
