"Mr President, I want to congratulate the rapporteur. She really believed in this programme and made every effort to find solutions that were effective, efficient and workable. I have to say that I am disappointed that the fund itself is less than was originally planned, because all three sub-programmes need to be resourced. In particular I support the Microfinance Facility, which will provide microcredits of up to EUR 25 000 for unemployed people or those who are at risk of losing their jobs, as well as persons from disadvantaged groups that experience difficulty in accessing credit. These loans, guarantees, equity or quasi-equity will assist entrepreneurs – particularly young entrepreneurs – in setting up micro-enterprises. Since 2010 more than 6 000 entrepreneurs have already benefited from loans worth approximately EUR 50 million under the Progress Microfinance Facility. I fully support that programme. I was involved at that time in the trialogues, and I was very pleased to once again represent my Group in this particular programme. Ireland – my own country – has access to the Microfinance Facility and is one of 15 countries to do so. Access to finance is a major problem for young people – in particular, disadvantaged young people – who are trying to set up their own business. Banks are not willing to share risk with entrepreneurs and, while this fund will not bridge that gap, nonetheless it will help to facilitate self-employment and entrepreneurship among groups who typically will have greater difficulty in accessing credit. I know that Irish entrepreneurs will welcome this fund, and indeed I hope that all Member States will access it. I am also pleased to see that EURES is a target for mobility and that Member States will try to ensure a one-stop shop approach. Mobility must, of course, be voluntary, and I am pleased that the Commission and Member States will monitor mobility flows and patterns in order to detect and prevent negative effects."@en1
