"When I was a youth, I had visions of joining the army and becoming a great military leader like Napoleon, but I was dissuaded from following that career, so when I think of defence now it is more in terms of sporting terminology. In football they say that attack is the best form of defence. I am not suggesting that we in Europe should go on the attack against our neighbours, but we are living in an imperfect world and always will be, so a certain amount of defensive might is necessary.
I do think it important though that this should be done with diplomatic oversight, and for Member States’ views to be respected. I come from a country that has been politically neutral since it was founded and, while we have an army, that neutrality has helped us to send many peace-keeping missions to hotspots around the world very effectively. We might not have been able to do that so well if we had been militarily aligned, so respect for each country’s position also has to be guaranteed."@en1
