"The UK Conservative delegation abstained on this report. We acknowledge that some improvements have been made compared to the 2007-2013 budgetary period. We welcome that the overall budget has been cut by EUR 23.9 billion. Furthermore, as a party committed to fighting wasteful expenditure, we are encouraged that programmes in receipt of Cohesion funding will be subject to greater conditionality than before. This move away from a traditional grants-based approach towards a more results-focused philosophy can be applauded. The creation of a performance reserve which holds back 6% extra funding for those projects which meet their targets, is an integral part of the ‘better spending’ agenda, and is warmly welcomed. Certain criticisms remain, which prevented our delegation from voting in favour. The Cohesion budget remains somewhat bloated, constituting an unacceptable one third of the EU Budget. It is a source of on-going concern that every region in the EU will continue to be eligible for Structural funding. We fundamentally disagree that Member States should be subject to top-down binding targets, regarding their share of ESF funding, and the share of funding which is allocated to certain other areas. We believe that it should be up to Member States to determine their priorities for regional development spending."@en1
