"Mr President, the President of Ireland, Michael D. Higgins, said here last April that there is a growing social chasm which is threatening Europe and its core values: unemployment is at a 15-year high; 26 million people, including nearly 6 million young people, are unemployed; 40 million people suffer from severe material deprivation – not able to afford a meal every second day; and 4 million people are homeless. The European Social Fund (ESF) is the major European instrument we have for investing in people: to help people find work and rise out of poverty. As rapporteur for the Fund for European Aid to the Most Deprived, I welcomed the agreement to increase the Fund to EUR 3.5 billion as demanded by Parliament. I also commend the priority placed on youth employment measures in the Social Fund. It is incumbent now on the Member States to come forward with ambitious national plans to help reduce unemployment and poverty. While I welcomed the minimum share of 20% ESF funding for tackling poverty, I regret that the Council did not accept a 25% minimum share of cohesion funding for the ESF, and I hope that the new flexibility provisions will provide resources for the ESF in the coming years."@en1
