"Mr President, the Commissioner used the words ‘exceptional circumstances’ and this debate has to be couched with his words in mind as the circumstances are indeed exceptional. Let me thank the negotiators and yourself, Commissioner, and indeed the Council, who worked under very difficult conditions. I know that the atmosphere was not always warm, but I think it has thawed now, so well done to you for doing that. To those who would say ‘no’, I would say that ‘no’ is the easiest word to use in the English language – indeed in any language. To say ‘yes’ is a responsible position to hold and to fight for better in the future, so we will be saying ‘yes’. That is progress.
I would like to comment briefly on an Irish project that received EUR 17.4 million in allocations to build a bridge between part of my constituency in Louth and Northern Ireland. That money has now been withdrawn by the Special EU Programmes Body, but it is not the EU itself that has withdrawn this money and it is an issue which the Irish authorities and the UK authorities should resolve. This is a peace-building project and I think the Commission supports it, as I do. So let’s those of us in this Chamber who can make it happen work towards that end."@en1
