"Mr President, for many outside this Parliament who rely on European funding it will be a relief that, after months of wrangling and uncertainty, the Multiannual Financial Framework (MFF) will now be agreed. There is now certainty about what level of spending is available to the regions for investment in creating jobs and growth. Overall, as everyone has said, the package reflects the tough times that we live in. We have a smaller budget but the challenge now is to spend it more effectively and make it deliver more with fewer resources. In Scotland, my own region, the MFF will provide EUR 6 billion for the next seven years. Our universities can benefit from the increased funding for research and development to create the jobs and growth which are so badly needed. Through the Connecting Europe Facility we can look forward to funding for developing the energy interconnectors that will help realise the tremendous opportunities for marine energy off Scotland’s coasts; and our rural communities and farming communities can also look forward to investment from the common agricultural policy, rural development funding and regional funding to help create new jobs and grow local businesses. I believe this is a balanced budget and a budget that reflects the tough times we live in. It demonstrates quite clearly that, in the European Parliament and the European Union, we too can live within our means."@en1
