"I voted in favour of the Brok own-initiative resolution on the Council’s annual report on the EU common foreign and security policy in 2012, although I do not support all parts of it, most notably the calls for closer EU-NATO cooperation. Ireland takes part in the EU common foreign and security policy in accordance with the EU treaties, including Article 42(2) which provides that Union policy in the common security and defence policy arena shall not prejudice the specific character of the security and defence policy of certain Member States (i.e. Irish neutrality) and in accordance with Ireland’s ‘triple-lock’ under which members of the Irish Defence Forces participate in international missions upon approval by the Irish Government, approval by the Irish Parliament and under a UN mandate. I welcome the emphasis in this resolution that all EU common foreign and security policies and actions should be in accordance with international law and the Charter of the United Nations and anchored in the EU’s fundamental values of democracy, the rule of law and human rights."@en1
