"The Commission’s draft budget for 2014 proposed an initial amount of EUR 250 million in funding to the United Nations Relief and Works Agency for Palestine Refugees for 2014 under the budget line ‘financial assistance to Palestine, the peace process and UNRWA’. As an average since 2006, the budget line reaches a minimum of EUR 350 million per year. UNRWA has been under increased pressure of late due to the conflict in Syria and its impact on Palestinian refugees in Palestine, Lebanon and Jordan. The organisation has had to stretch its resources even further due to the impact in Gaza of the Egyptian crisis and developments in the West Bank. Consequently, I strongly supported the proposal by Parliament’s committees to increase this amount by EUR 50 million. However, the proposal to put the additional EUR 50 million in reserve ‘pending the positive outcome of a Commission report on the sound management of EU funds by the Palestinian authorities’ would have seriously threatened the provision of EU support to Palestinians in general, and in particular to refugees, at a crucial time when UNRWA faces multiple challenges. As Chair of the Delegation for relations with the Palestinian Legislative Council, I am acutely aware of the sterling work done by UNRWA, and I welcome the outcome of the vote."@en1
