"This Commission proposal, amending Council Regulation (EC) No 111/2005 lays down rules for the monitoring of trade between the Community and third countries in drug precursors, seeks to fill a legal lacuna in the regulation. I welcome the report, which I supported in its entirety. It makes the law more complete and is another tool in the battle against counterfeit medicines. I particularly welcome the introduction of the following: A monitoring mechanism which was introduced in order to be able to respond to new use of prescription drugs for recreational purposes by adding substances to a list in order to temporarily monitor them. I also voted to introduce a rapid response mechanism which was introduced under Article 26 to allow for seizure in justified cases, where there is evidence that the drugs will be diverted to the black market. This is an essential weapon in the EU war on drugs."@en1
