"Local authorities and civil society have important roles to play in ensuring EU funds promote sustainable development in third countries, particularly at the policy formulation, programming and implementing stages, and in putting monitoring mechanisms in place to achieve this. I welcome the recommendations put forward in this resolution to strengthen the engagement of local authorities and civil society, particularly those aimed at encouraging dialogue between public administrations, local authorities, civil society organisations, especially women’s organisations, the private sector and citizens, based on increased transparency in official and unofficial aid flows. The Commission should not limit EU financial support for service delivery only to civil society organisations operating in fragile states and the least-developed countries. The EU should also support more efficient tax-collection systems to ensure sustainable financing for development. Local and civil society organisations can help to fight corruption, tax evasion and illicit financial flows from developing countries, particularly in fragile states where capacity-building is indispensable for the EU’s work in the field."@en1
