"I welcome the adoption of the agreement reached with the Council under the Irish Presidency aimed at ending the practice of certain European shipowners sending their end-of-life ships to substandard facilities on tidal beaches in third countries for dismantling. This poses a serious danger to human health and to the environment. This new Regulation will encourage the development of proper recycling facilities in countries which currently practise beaching. In future, EU-registered ships will have to be dismantled in EU-approved ship recycling facilities, which must fulfil specific requirements, be certified and be regularly inspected. The Regulation effectively implements the (as yet unratified) 2009 Hong Kong International Conventional for the Safe and Environmentally Sound Recycling of Old Ships. I would now urge the Commission to examine the feasibility of an EU financial instrument to facilitate the safe and sound recycling of ships, and, if appropriate, to bring forward proposals to establish such an instrument. The Commission should also address the issue of preventing shipowners from changing a ship’s flag state before sending it for scrapping in an attempting to circumvent their obligations under this new Regulation."@en1
