"Mr President, it is strange that we are actually talking about 2014, given that we postponed the vote on the MFF. You may shrug your shoulders, Commissioner, but I think lots of people are confused about what is going on, and I do not think that is helpful.
Budgetary processes are complex, and I compliment those on the Committee on Budgetary Affairs who are trying to make sense of a situation which appears quite senseless to many of us. There are a few points that I think are worth making. There is a debate amongst the populace: cut the budget. It sounds good back home, but when you cut the European Union budget, you cut the budget back home too, because Europe can do less.
I want, in particular, to express some concerns about the delayed vote on the MFF. The Committee on Agriculture and Rural Development has voted through the reform of the common agricultural policy. It kicks in on 1 January 2014. We need clarity around the budget to make sure that the payments, which are vital to all farmers across the European Union, are maintained."@en1
