"Mr President, as shadow rapporteur on the Parliament budget, I would first of all like to welcome the real-terms freeze in the European Parliament budget, despite the one-off exceptional cost of the election year. I would like to thank Ms Hohlmeier and the other shadows for their hard work – both in the joint working group and in the conciliation – in achieving this very good result.
The harsh reality, of course, is that we are living from day to day in budgetary terms. Following the commitments agreed in the MFF back in the boom times of 2007, it is now proving very difficult for Member States laden with debt to honour the bills as they come in today. That is why we are rolling forward in this budget – as we have done in the two previous ones – an ever-growing number of bills that are unpaid due to cash-flow problems. Indeed, the Committee on Budgets last week estimated that around EUR 20 billion would be rolled forward from 2013 into 2014, even if DAB 6 and DAB 8 are agreed.
I hope we can recognise that there are genuine difficulties on both sides of this debate and that we can work together with Council to get an agreement on the MFF, DAB 6 and DAB 8. We have seen the sorry state that the US got itself into over the budget. Let us ensure that we in Europe can find compromises and agreement, and that we can deliver for our citizens."@en1
