"Mr President, in a Chamber such as this, there are often times when we all disagree. That is the nature of politics. But one of the issues that I think brings most of us together in this Chamber is a properly functioning internal market. At the same time, for us it is essential that we make sure we tackle any problems that may arise when we impose this single market. We have seen in the case of medical qualifications and recognition of medical qualifications, that there have been some tragic incidents.
Both Mrs Ford and Mr Howitt spoke movingly of the deaths of one of their own constituents at the hands of a doctor who had a certificate of good standing from Germany, came to practise in Britain and failed an English language test, was employed by another authority, and gave a patient an overdose.
It is quite right that we tighten up these requirements to make sure that when we are pushing for a single market and an internal market, the safety of our patients and our citizens is not at risk.
For this reason I think most of us can welcome what we have voted on today."@en1
