"Mr President, I welcome these rule changes that are in part a result of lessons learned from the tragic death of my Cambridgeshire constituent, David Gray, at the hands of a clearly incompetent foreign locum doctor. His sons, Stuart and Rory, support the more stringent checks that have been agreed upon as regards qualifications and professional competencies. I welcome the involvement of the BMA and the clarification of the right to test language skills. However, the family has asked me to say that they are still worried about implementation since, as we all know, those language checks were fully permitted under previous legislation, and they are concerned about possible conflicts with data privacy rules, particularly in Germany. I want to point out that the doctor who killed David Gray is still registered to practise and is working as a locum doctor in Germany. The doctor refused to return to Britain for the inquest. The family have now taken their case to the European Court of Human Rights. There will be no peace for the Gray family until justice in their case is achieved."@en1
