"The Environmental Impact Assessment (EIA) Directive is one of the most important environmental directives adopted by the EU in the past 30 years. It is meant to ensure informed decision making by requiring that the environmental implications of public and private projects are fully considered before project approval is given. However, application of the directive has long been problematic. Of the environmental cases brought before the European Court of Justice, 12% concern EIAs, as do 8% of the environment-related petitions received by Parliament’s Committee on Petitions.
We need to strengthen the EIA directive. We need to broaden its scope, assess risks to human health more effectively, close loopholes that allow developers to avoid assessments, introduce post-EIA monitoring, establish ‘one-stop shops’ to ensure compliance with other environmental directives, and require full assessment of relevant alternative projects as well as enhanced public participation and consultation.
I particularly welcome Parliament’s support for mandatory impact assessments for projects involving exploration for and extraction of non-conventional hydrocarbons, whatever the quantity involved. We cannot cut corners when it comes to protecting our environment and our health."@en1
