"Mr President, I supported Mr Zanoni’s report today. There are a lot of positives in today’s vote. For example, we have greater public participation and clear rules on conflict of interest to guarantee the credibility of the entire environmental impact assessment. There were also a number of amendments which sought to ensure that projects that could have a cross-border effect were dealt with and that this would require the consent of all the Member States concerned. I know that, for some constituents of mine in West Cavan and North Leitrim, this will be a positive outcome.
However, while it was a positive step to include hydraulic fracking in Annex 1 and therefore make it subject to an EIA, I was very disappointed that we did not include the exploration evaluation as well as the extraction phase because, as my colleague Paul Murphy has said, the exploration phase includes drill pads, etc., and certainly can cause damage to the environment. So I was disappointed that we did not include adverse impacts on property values resulting from deterioration of the environment in our report today, but I am pleased that we have decided to send it to the Council for negotiation."@en1
