lpv:spoken text	"I voted in favour of this report, which postpones discharge for the Council’s spending for 2011. Parliament has consistently asked for the Council to provide information on its spending so that it will be subject to the same scrutiny as all other EU institutions, but the Council has once again declined to respond. The European Parliament is united in its belief that, as long as there is no response from the Council, there is no basis on which the Committee on Budgetary Control and Parliament can grant discharge. It is vitally important that information on Council spending is provided, along with that of all other EU institutions, so that voters are aware of what the European budget is being spent on and the management of the EU budget is fully transparent."@en1
