"Corruption affects human rights as is stated in numerous Conventions and in the Charter of the UN and the Charter of Fundamental Rights of the EU. Fighting human rights violations in third countries is one of the roles of the EU in promoting democratisation. Violation of human rights through corruption is one of the factors that is detrimental to the political development of a country and the establishment of an unbiased judicial system. Bribery also has an economic side-effect: according to World Bank estimates, corruption represents 5 % of global GDP, and it also increases the costs of doing business on a global scale by 10 %. The single vote of support shows that efforts to combat corruption in third countries should focus on supporting the education system, a free and independent media, and groups fighting corruption already active in those countries. Efforts should also be directed towards fighting the alleged involvement of EU institutions (public banks) in corruption scandals in third countries. This shows that there is a need for coherence between internal and external policies within the EU and for increased accountability and transparency in external aid and public budgets."@en1
