lpv:spoken text	"Mr President, I want to welcome the latest scientific advice from ICES which recommends a large increase of 67 % in the total allowable catch of mackerel next year. This scientific advice reflects what the fishermen have encountered in the fishing grounds over the last five years. Regrettably, while this is a substantial increase, it is minimal as it is only 14 000 tonnes greater than the declared expected catches of 334 000 tonnes for 2013 by the Faroes, Iceland and now Greenland. I want to remind Commissioner Damanaki, who is in the House, that on 10 July the Commissioner gave us in the Committee on Fisheries her word that the necessary steps would be taken by the summer break to introduce the sanctions. It has been a long summer, Commissioner, and we have not heard a word from you. I am putting it to the Commissioner here that as a result of that, she is holding the Fisheries Committee and Parliament in contempt and she cannot meet us until 27 November. A Commissioner whose responsibility is for the European Union Fisheries Committee is not responding and even last week did not have time to talk to the Chairs of the college, absconded from the meeting, but hopefully she is ..."@en1
