"Mr President, Bahrain is a longstanding friend and ally; it occupies a key geostrategic position in the Gulf. It is the main operating port for the United States Fifth Fleet; it is a close ally of Saudi Arabia. These factors all make it a target for those who wish to destabilise the regime and the West’s relationships. For many years Shia and Sunni lived happily and tolerantly together. Now we see their differences being exploited. Of course we support the right of freedom of expression and of peaceful protests. Of course those who have legitimate grievances must be heard sympathetically, and in this regard the King’s initiatives regarding a national dialogue, human rights institutions and inquiries into police and prison conduct are very much welcome. But in addition to legitimate demonstrations there have been terrorist attacks and in the coming days there will be further provocation on the streets and the media will undoubtedly be seeking out stories of abuse and brutality. In the interests of Bahrain we counsel restraint in the face of such action and I trust that those opposed to the present political arrangements will condemn terrorism and violence and participate constructively in a dialogue."@en1
