"Mr President, it is quite right that we are trying to encourage digital growth, but sometimes we have to be a little bit humble about this. Is the way to digital growth through motions, resolutions and committee meetings about growth? That does not produce one iota of growth. The best way is to get out of the way and let the innovators innovate and develop the solutions. Then there is the question of how we intervene. One of my colleagues earlier talked about the cap on roaming charges. What does the cap on roaming charges actually do? If you look at it in detail, it stops a more profitable part of a business subsidising the less profitable parts. We see that mobile operators are struggling – some of them may be making operational profits but have not paid back their investment and they are struggling to invest in new technology – and then we are the first to complain when we do not get a decent 3G or 4G signal. Let us make sure that we are encouraging innovation and not holding it back."@en1
