"Mr President, as our colleague Mr Boştinaru pointed out, it is most unusual in this House for unanimity to prevail, particularly in dealing with institutions of the EU, and I think today is the exception.
It is primarily because of the good work that the Ombudsman, Mr Diamandouros, has done over the last 10 years. As Commissioner Reding pointed out, Mr Diamandouros, you not only had the professionalism, but also the patience and the wisdom to do the job. Having met you once or twice socially, I can see that you are ideally suited to the job because you have no ego, you are here to serve and you have done it in a dignified, low-key manner, which is ideal for the job you have had. Well done and enjoy your retirement. I wish my fellow Irish citizen, Emily O’Reilly, the best of luck as she takes up your job.
You have made many progressive moves and I think you can be very proud of doing that. Sixty-six percent of complaints are dealt with within one year, which is in marked contrast to what often happens in Member States, where bureaucratic institutions often join ranks to frustrate citizens. So it was great they could come here and get their complaints dealt with quickly. You have also helped 22 000 citizens, either who complained or by giving them information, and, as Marian Harkin said, that helps certainly to close the democratic deficit.
I also think this is a very important point: the Ombudsman has asked complainants to make observations when dissatisfied with an institution’s reply, whereas previously they had to make a new complaint if they were not satisfied. I think that is very important as well.
And also, your booklet: ‘Problems with the EU? Who can help you?’ That is also a great help to citizens. Well done, good and faithful servant, and enjoy your retirement."@en1
