"Mr President, the United Kingdom has decided not to opt in to the EU’s property rights regime for married couples and those in registered partnerships. This is because the concept of a matrimonial property regime in the sense understood in most Member States does not exist in the UK. In those countries which have a similar understanding of what matrimonial property represents, I hope this legislation will help simplify issues for people in cross-state marriages and partnerships whose union ends in divorce or death. I highlighted two issues in my opinion for the Committee on Women’s Rights and I would like to bring them up again. The first is that of vulnerable spouses. Women are often more vulnerable than men, and I put forward recommendations which, in the situation of financial dependency or in circumstances related to domestic violence, would provide additional protection for those at risk. The second issue is equality. Whilst I worked on the legislation for matrimonial property regimes, I welcome the parallel rules for those in registered partnerships and, as I wrote in my opinion, all citizens should be afforded the same level of equality and rights, regardless of the nature of their union."@en1
