"Madam President, I have used the 112 number. My assistant has used it too. I wonder how many other people here have done so.
When I had to use the number I was very glad I knew that it was 112. But half of the British people who travelled to another EU country last year did not know that number. So we need to do more work on promoting 112 in an effective way, and I would like to hear from the Commission on how they intend to galvanise Member States to do this.
However, the main aspect of the oral question that I want to focus on concerns access for people with disabilities. Millions of EU citizens do not have access to 112 at present because they are deaf or hard of hearing or have speech difficulties. They are currently denied the right to an efficient rescue service because 112 is currently only a voice service in most countries.
In its Written Declaration no 35/2011, Parliament urged the Commission to ensure equal access to 112 for disabled users. The Commission funded the REACH 112 project some years ago, which concluded that deaf and hard-of-hearing people would not enjoy an accessible 112 until the Next Generation 112 service based on Internet protocol technology was deployed. Such a service could also provide more data to emergency call centres’ personnel in cases of emergency.
In its 5 July 2011 resolution, Parliament also asked for funds to be allocated specifically to support the testing and implementation of innovative services based on voiceover Internet and Internet protocol access to 112, which could be initiated through network-independent applications in anticipation of the establishment of the Next Generation 112 system in the EU. Such a testing programme would also provide guidance on the regulations that could apply to voiceover Internet providers and network operators.
I would be grateful if the Commission could tell us about the specific steps that have been taken to support the deployment of the Next Generation 112 service in Europe and also the time frame for funding this important programme."@en1
