"Mr President, first of all, I want to commend the rapporteur for the excellent work that has been done on this report. There is no doubt that the crisis has had a disproportionate impact on the most vulnerable of our society, the elderly, children living in poverty, people with a disability and migrants. Indeed, the crisis is forcing more and more people into the margins and making them more vulnerable. In that respect, I welcome the increase in the fund for European aid for the most deprived. I will be able to deal with that as rapporteur for that report.
The health and social care sector is also a major employer. We need to remember that there are currently nearly three million jobs in this sector and Cedefop reckon that there will be seven million by 2020. We need to ensure that this is decent work. I welcome very much what the Commissioner has said about social investment, but I believe that we need to go further. President Barroso’s announcement yesterday in relation to the partial thawing of a restrictive approach to Member States’ public investment was welcome, but I would like to have reassurance that this will incorporate care services that are co-funded by the ESF. I think it is important that we implement the recommendations of this report so that we can work towards achieving the EU 2020 targets."@en1
