"Mr President, in a borderless Europe we quite obviously need to plan for cross-border health threats. This is a very necessary report which I fully supported. The absence of an EU system for cross-border health threats was keenly felt in the past crises, already referred to by Mr Tannock, namely the H1N1 pandemic in 2009 and the E. coli bacteria in 2011. In 2011 the Commission submitted a proposal for a decision establishing measures and structures for the effective protection of citizens throughout the European Union from a wide range of border threats to health. These were identified and that was the whole purpose of it. The legislative report was adopted unanimously in the Committee on the Environment, Public Health and Food Safety (ENVI) and that is no mean feat in itself. So I particularly welcome the establishment of a coordinated and coherent communication strategy, the independence of experts acting as early warning systems, the assurance that personal data will be protected, enhanced cooperation and knowledge-sharing with the World Health Organization in third countries, the establishment of a regular dialogue between the Commission and Parliament in the case of serious cross-border health threats and respect for the principles of subsidiarity, which are absolutely vital."@en1
