lpv:spoken text	"Mr President, I voted in favour of the back-loading proposal to enable a one-off change to the timing of auctions for the EU Emissions Trading Scheme (ETS). It must be said that the Emissions Trading Scheme has been an unmitigated failure as part of the EU’s climate policy. The unending new records for low carbon prices needs to be addressed and uncertainty averted. The carbon prices have now reached an all time low of EUR 4, whereas at this stage the price should be around EUR 30. Whilst I completely disagree with the ETS, as an inappropriate tool to fight climate change, we unfortunately have to work with what we have. It is a shame that this report does not go further, but the time pressure for climate change is too great and we need to act now by withholding these units of CO ."@en1
