"Mr President, this Parliament should recognise the limits of its mandate, and should not try to usurp the role of the other institutions enshrined in the Treaties of the Union. I have tried to participate objectively in the process of drafting this report, but my feelings, as the ECR shadow on this file, have not changed with regard to the premise.
The Commission is clearly empowered, as the guardian of the Treaties, not us. Separating this politically charged House from carrying out what needs to be an objective and balanced evaluation is essential. Many Members here have lived through the difficult transition from being a former Communist country to a fully functioning democracy. Joining the European Union should be an opportunity to have a partner, not a keeper. Some people here have the luxury of coming from a country where democracy and justice have evolved over centuries. Others have constitutions carefully crafted for them and some of us do not have a written constitution at all. I had hoped that today would be an opportunity to listen to each other and to find solutions. Instead it has been an opportunity for political point-scoring which clearly demonstrates why we should not be doing this at all."@en1
