"Mr President, back in the UK, I have even been asked why we even need minimum standards at EU level for periodic technical inspections – or what we call MOT tests. The answer is simple: in an area of freedom of movement, where we can drive our cars from one end of Europe to the other, it is clear that we need to make sure that all vehicles crossing borders are safe, for the safety of everybody. We also need to be consistent in our approach. We are doing a lot to raise the safety and environmental standards of vehicles at manufacture, but we need to make sure that they are maintained through the life of the vehicle. In the UK, and also in many other Member States, standards of MOTs are already very high, so it is absolutely right that we try to maintain and raise standards across the EU as a whole. I still have some concerns about trailers and caravans. I have been asking questions about the justification and the evidence for the testing of trailers and caravans ever since the beginning of the process. I have to say that the questions have not really been answered, and I would be very grateful if the Commission, even at this very late stage, could provide us with some figures. I have always thought that accidents related to trailers were mostly likely to be caused by driver error, inexperience, overloading or excessive speed, and I therefore believe that subjecting trailers to roadside checks is absolutely justified and that a risk rating system should be included for trailers.
