"Mr President, as the Greens’ shadow on this file I would like to thank the rapporteur, Brian Simpson, for his effective work. This was a standard procedure to adopt the Maritime Labour Convention (MLC) of 2006 into EU law and in so doing to secure seafarers’ rights and protection.
We are going to be supporting this first reading agreement in view of the rapporteur’s call for non-regression. That means no existing standards of social legislation should be allowed to be lowered due to the adoption of this piece of legislation. The recommendations on non-ratification did not go as far as we wanted – our proposal wanted to put ships from flag States not signing the MLC into a higher risk category but this was not accepted.
We did at least get an agreement that non-flag vessels would get ‘no more favourable treatment’ than ones sailing under the convention; in Article 3 of the amended directive."@en1
