"The EU needs clear rules on regional aid so as to prevent ‘subsidy races’ between Member States, especially at a time of tight budgetary constraints. There needs to be greater consistency between these rules and EU cohesion policy. While state aid should be the exception, not the rule, and should be better targeted, the EU should consider specific regional derogations outside the regional aid maps to allow Member States to tackle the impact of the economic crisis, especially the impact on jobs. I very much agree with the safeguard clause requiring firms that receive aid to maintain their activity in the region concerned for at least five years, so as to prevent ‘subsidy-shopping’. In light of the December 2012 Leipzig/Hall ruling, which obliges local authorities to notify to the Commission all financing for infrastructure projects classified as state aid, we should also be extremely wary of imposing unnecessary administrative burdens on local authorities. Finally, I regret that democratically-elected MEPs are only consulted on the adoption of these rules under Article 109 and do not yet have an equal say with Member States’ Ministers, as is the norm for most other EU legislation."@en1
