"Mr President, Ministers currently discussing the reform of the Common Agricultural Policy (CAP) are finding it difficult to agree on a fairer distribution of farm subsidies. But can farm subsides ever be fair? The cost of the CAP to taxpayers now stands at EUR 87 billion, EUR 52 billion of which is spent directly on subsidies. In my constituency of London, Europe’s largest sugar cane refinery has been forced to cut back on production and make redundancies. Is this fair when French sugar beet farmers receive up to EUR 270 million a year in direct payments? Alongside these subsidies, the protectionist CAP imposes high tariffs on imports from outside the European Union, including sugar cane. This leads to higher prices for the consumer, weakens food security and has a negative impact on production. EU sugar prices are still 85% above the world market price. The CAP reform must lead to a deal which is good for consumers as well as farmers, and it must not artificially protect jobs in the farming sector by sacrificing jobs in industry, including in this cane refinery."@en1
