"Mr President, some 35 years ago I got a job as a history teacher. I was a terrible teacher. Terrible. Fortunately I got elected to Liverpool City Council and I found an excuse for getting out of the classroom, which was good for me and good for my students. But before starting that job I read a book which was slightly tongue in check, but it gave some advice to young teachers and it said, ‘Find Jimmy’. Now Jimmy is the good student. He is sitting there, he is quiet, he is well-behaved, he does his work, he has his hand up, he knows the answers. Find him. Find him committing some minor misdemeanour and shout at him. Shout at him. Send him out of the classroom. Send him to the headteacher. Give him detention. Punish him. And then perhaps the 14-year-olds who are less well-behaved, and are going to cause a real problem, may get the message that if he does that to Jimmy, what is he going to do to us? We want these IUU laws to be properly enforced and we have some powerful instruments now in the Regulation before you, but how many people in the Commission are there to enforce it? What are we talking about? We think of 500 million people in the European Union and all the seas we have, and how many people do we actually have looking at this – two, three, four individuals actually doing this, trying to stop the rape of our seas? These countries’ fishermen are undermining all the decent fishermen, despoiling our seas, undercutting our rules, and we have just a couple of people trying to make sure enforcement happens. So all I can say to the Commissioner is that we know it is complicated, we know we have to get it right, but can you, Commissioner, try and make sure that there is solid concentration on mounting a really good case, one that is legally as strong as it can possibly be, on ‘Jimmy’ or his IUU equivalents. Poor old Fiji, or Belize, or something. Someone whom we can really knock around, and then let us throw the book at them, throw the legal book, get them properly prosecuted for illegal fishing activities, everything we possibly can do that the regulation provides for, and then maybe the Chinas and the Koreas and the like will get the message."@en1
