"Mr President, as we have just heard, oil, gas and mineral exports from Africa are worth nearly USD 400 billion a year, nine times as much as the continent receives in development aid, yet extreme poverty remains endemic. The transparency and accounting legislation is a historic step forward because, for the first time, international companies in the extractive and logging industries will have to publish what they pay to government authorities for every single project over EUR 100 000, without loopholes or exemptions.
Public information means public empowerment. If you know just how much income your government has received, then you can question where it has been spent. But this legislation is just a first step. Reporting needs to be extended to all sectors, and I welcome what I take to be an assurance from the Commissioner that this will be part of the review that is forthcoming, or indeed part of the non-financial reporting framework."@en1
