"Madam President, housing is not just a basic need, but a fundamental right. There are four million homeless, as we heard when discussing the FEAD report earlier on this morning. Bad housing creates major problems: it creates problems in people’s health and wellbeing, and it can also create many social problems.
This report is timely, and I very much welcome it. It acknowledges that, while housing is a national competence, action at EU level is not just desirable, but necessary. I particularly want to support the calls for housing to be seen as a strategic social investment, rather than just expenditure. In that respect, I would particularly welcome funding from the Regional Development Fund to support areas that are badly in need of regeneration.
My own constituency of Dublin has seen what happens when housing is left to private landlords who offer substandard housing, or when regeneration projects are left to exploitative developers who walked off and left people dejected and blighted when the property bubble burst. Regeneration has still not taken place. I commend the report."@en1
