"Madam President, this report on social housing, the original draft which went to the committee, was very positive and I worked very closely with the rapporteur in developing its key themes. I was particularly keen to highlight the importance of energy efficiency improvements to social and affordable housing for people on low incomes. The costs associated with heating homes for low-income families take up a very high proportion of their disposable income. However, a number of elements crept into this report through compromise and through individual amendments which I could not support. A number of these elements breach the subsidiarity principle and, in my view, left us with a text that went well beyond the remit that had initially been given to the Employment Committee. As a result of this, the British and German delegations within the ALDE Group decided that they could not support the report, but they did not want to vote against it because of its obvious, very positive elements. That explains why some of us abstained on this report."@en1
