"Mr President, I would like to thank the rapporteur, Mr Schnellhardt, for his work on these two reports. As the rapporteur for the original report on the non-commercial movement of pet animals back in 2001, I am pleased to see that the regulation has been successful in making it easier for people to travel with their pets while protecting public health and minimising animal health risks. It followed remarkable success in the vaccination campaign against rabies and the dramatic decline in the number of rabies cases recorded. Like Chris, I know from my constituency in Wales just how popular this scheme has been. People have enjoyed travelling with their cats and dogs – and with ferrets too, because in Wales ferrets are very popular pets – on holiday and to visit family and so on. The Green/EFA Group can agree with the main points of the report: the maximum number of animals; certain derogations where there is good evidence for that; standard information document; the very important clear and easily accessible information for pet owners, professionals, authorities and all concerned. We did not support derogations from vaccination, but we can support the compromise which includes limited derogations for very young animals for reasons which the rapporteur put forward very clearly. We also supported an EU-wide database for pet movements, which would have given us more traceability in the event of disease outbreak and would have helped in reducing illegal trade. However, we will support the compromise in the interests of achieving a good agreement. We will support the amendment referring to the Commission statement to be attached, looking at the feasibility of a database, and I that hope at a future date this will be agreed. We shall also support the oral amendments. The success of schemes like this, which are so important, depends on effective security measures but also on retaining confidence, and I believe we have achieved this."@en1
