"Mr President, I would like to ask the Commission to pass on my thanks to Commissioner De Gucht for his very clear and firm response to these tragedies. I fully support the call for a code of conduct, and as we have just heard, for companies who refuse to comply with it to be named and shamed. The message that must come out of these tragedies is that multinational chains cannot escape their responsibilities by relocating their businesses to developing countries or by holding their hands up and claiming they are not responsible for their supply chain. Even if they can get around the law, they cannot get around public opprobrium, and public pressure will be what makes them change. I also fully support binding and enforceable labour standards in trade agreements. The GSP scheme insists that developing countries must ratify and implement core labour standards. I welcome the Commission’s decision to open an investigation into Bangladesh’s compliance under GSP. Let me conclude by making it very clear though that this is not about punishing Bangladesh. It is about encouraging them to improve labour conditions and to make sure health and safety standards are high and that workers’ rights are protected. We do not want to punish Bangladesh; we want to encourage them onto a better path."@en1
