"Madam President, I fully support the fight against tax fraud but I strongly refute the suggestion made by one or two Members yesterday that Ireland is a tax haven. Ireland’s tax system is fully transparent and in line with OECD and EU standards. Indeed the OECD has four criteria for defining a tax haven, and none of those criteria applies to Ireland. Ireland was one of the first countries – one of just three Member States in the EU to have done so at the moment – to sign an agreement with the US to improve international tax compliance. Recently the OECD came forward with a new report – BEPS (Base Erosion and Profit Shifting) – on the issue of transfer pricing, and Ireland secured an agreement at ECOFIN to have this document discussed at the next G8 and G20 meeting. It is no use singling out certain countries like Ireland that have a low corporation tax and pretending that if that is increased it will solve all our problems, because it will not. Yes, it is a disgrace that many multinationals pay little or no tax, but the way to deal with it is through the BEPS document that the OECD has produced and through international cooperation to close loopholes in cross-border taxation systems and thus ensure that fair levels of tax are paid."@en1
