"Drilling for oil and gas offshore is dangerous and difficult. With this Directive, we are putting in place the first ever EU-wide rules aimed at ensuring high environmental protection and safety standards for offshore oil and gas operations. Earlier this year, plans to drill for oil in Dublin Bay were suspended following a legal challenge claiming that the 1997 Environmental Impact Assessment Directive had been incorrectly transposed into Irish law, by the (previous) Irish Government. The new Directive introduces new environmental protection and safety obligations for oil and gas companies planning to drill off the Irish coast. It requires firms to prove their ability to cover any potential liabilities deriving from their operations, to submit major hazards reports, and emergency response plans before drilling can start. This new Directive would apply to any plans to drill in Dublin Bay after 2015. I know some NGOs would have preferred to see stronger EU legislation in this area, particularly as regards compensation for tourism and fisheries and drilling in the Arctic. I would say that there will be a full review of this legislation within three years of its taking effect and I would hope these issues can be revisited then."@en1
