"Mr President, I have been to Kazakhstan many times. I first visited Almaty and Semipalatinsk – which is now called Semey – 14 years ago. The country was still trying to get on its feet economically. In Semipalatinsk, few of the streets were paved, and there were hardly any street lights. When the sun went down the people came out onto the streets to cook their evening meals on charcoal stoves. In the past decade, the country has been transformed. It is the most outstanding economic success in Central Asia, and is a bastion of peace and stability. The standard of living for all Kazakhs has risen inexorably, which is why President Nazarbayev is popular with his own people. It has also – as we have heard in this debate – become a global player. It has joined the UN, chaired the OSCE in 2010, hosted the recent talks on the Iranian nuclear crisis, and now it will host the international EXPO – or world trade fair – in 2017 in Astana. Against that background, I think that this resolution is very negative and does not talk about the positives. It seems to emphasise all the negatives. I am going to vote against it."@en1
