"Ship Recycling. While the ‘dumping’ of hazardous materials on the beaches of developing countries, namely India, Pakistan and Bangladesh, must be addressed, I have serious concerns about Amendment 31, the proposed Europe-wide ship recycling fund. I do not dispute the good intentions behind this amendment and I agree that incentivising the environmentally safe and sound recycling of end-of-life ships is commendable; however I fear that it would fundamentally increase the cost of trading in Europe. It would also risk imposing unfair administrative burdens on ports and ultimately drive ships away from EU registration. My concerns and ultimate abstention is also based on the risk that this amendment would provoke retaliatory measures from other regional maritime powers – an alarming prospective consequence. Finally, with a large Bangladeshi community residing particularly in the east of my London constituency, I would like to reiterate that my abstention is based on this amendment and does not demean the importance I place on the safeguarding of the environmental and public health of the people residing in the developing countries affected by ship recycling."@en1
