"Madam President, I do not want to play the role of good cop/bad cop after my colleague Chris Davies, but I have to say I agree with a lot of what he said. I have the greatest respect for Ms Creighton and for Simon Coveney and I think the Irish Presidency have been doing a very good job overall, but this situation is completely untenable. Minister, to hear you saying that there is a divergence in the interpretations of the provisions of the Treaty under Articles 43(3) and 43(2); can you imagine me going along to my fishermen in Peterhead or Fraserburgh or indeed to your fishermen in Killybegs and saying, ‘I am afraid there is a divergence of opinion on the provisions of the Treaty in 43(3) and 43(2)’? They would throw me into the harbour. We need our fishermen to have multiannual plans, particularly at this time of austerity, so that they can go to the bank with a bit of paper in their hand and say to the bank manager: ‘Here is the multiannual plan. This gives stability and certainty to me to borrow the EUR 2 million I need to build a new white-fish vessel’. Which bank in Europe is going to lend them money without that multiannual plan? It is not simply divergent provisions that we are arguing about in this bubble in the European Parliament, between lawyers of the Commission, the Council and Parliament: we are talking about peoples’ livelihoods. We cannot have a serious reform of the common fisheries policy unless we resolve this ridiculous logjam. So please, Minister, please uphold what Simon Coveney was pledging at the start of your Presidency. Please go out and knock heads together. Do not be afraid to name and shame those ministers who are blocking this. We in here know who they are. I will not start naming them tonight because my French is not good enough to say the words, but please go out and knock heads together and let us get this thing resolved."@en1
