It suggests that the financial rules applicable to the Agencies should be simplified, which would allow the agencies’ administrative staff costs to be reduced. It calls on the Commission to draw up proposals to that effect and to encourage the agencies to use the simplification option as regards recruitment procedures where the standard procedure is designed for a larger scale organisation and presents an excessive burden for the agencies."@en1
