"Mr President, I would like to begin by welcoming the constructive dialogue in the negotiations that we had between the Parliament’s Committee on Budgets, the Bureau and the Secretary-General during the first conciliation. I believe that we reached a positive outcome, finding some EUR 5 million from the budget for 2014 and making a commitment to finding more before September. Of course, the fundamental problem we face for the 2014 parliamentary budget is how to deal with the EUR 30 million one-off cost of the 2014 election, while still keeping the increase in Parliament’s budget to a minimum. Despite the Secretary-General’s best efforts to find savings, an initial budget proposal was for a 3.5% increase. We have now of course agreed that there will be firstly a EUR 5 million reduction in that, which is welcome. However, this will still leave Parliament with a significant increase in its budget, while other institutions are able to hold to a real-terms freeze. I believe that would leave Parliament and MEPs extremely exposed to criticism, especially in an election year. I think that we all agree in this House that we want the Secretary-General and the Bureau to find further savings. The only question is the level of ambition that we want to achieve. My group believes we must be ambitious and ask for the cost of the election to be absorbed within a real-terms freeze in the budget. I hope that you will support that ambitious target tomorrow."@en1
