"Mr President, we are discussing a large number of discharges, so we have lots of opportunity to comment, praise and criticise. That is why I am always a little disappointed that we see so many amendments which are not related to the discharge, and that is particularly the case for Parliament’s budgets. I hope colleagues will grant discharge on the Parliament’s budget and also grant discharge to the Commission. I, like others, would want to ensure low error rates. I do not want to give Eurosceptics the opportunity to criticise EU investments. Of course, in these difficult economic and financial times, it is important that every euro is spent well on promoting jobs and growth. I also wanted to point out, as others have, that there is a difference between fraud and error. The error rate, according to the Court of Auditors, is 3.9%, and I can tell you that in Wales the figure is only 1%. These errors could relate to small things such as filling in forms incorrectly. Looking at the fraud rate in EU spend, this is actually quite low, at around 0.2%. Having said all that, I am sure we all still want improvements; we want Member States to play their part, as they account for 80% of EU spend, and that is why I welcome the rapporteur’s forecasts on Member States’ shortcomings and also the rapporteur’s work with the Commission to ensure they make further improvements to preventive and corrective measures in the future. Finally, let me say that it is important that the Member States and the Commission make these improvements to the control and management of EU funds. Making improvements to the effectiveness of EU funds is a much better policy, as far as I am concerned, than austerity; it is much better to spend our money better promoting jobs and growth rather than to cut investment and expenditure right across the European Union."@en1
